Events in france and a possible threat of war prompted Congress to raise twelve additional Infantry regiments which were supplied with flat solid pewter buttons bearing the regiment number circled by the legend "United States". in raised letters.  They were numbered from 1 to 16.  Although the full complement of 16 regiments were never raised, the buttons were issued.
