An eagle perched on the flukes of a fouled anchor, circled by a ring of sizteen, all on a lined filed within an oval border.  One piece gilt brass.

The U.S. Navy ceased to exist after the revolutionary war.  It wasn't until harassment of merchant vessels by the French, British and the Barbary pirates prompted Congress to consider re-establishing a U.S. Navy and a Navy Department in 1798.
